To get full fees reimbursement candidates must have EAMCET Rank less than 10,000 and their parents must not be Goverment employees and their income must be less than Rs. 2 Lakhs per annum, if they belong to OC Category/ OBC Category and if their get EAMCET Rank above 10,000 then they can get partial fees reimbursement if they are eligible for it. If candidates belong to SC/ ST Category then they can get full fees reimbursement at any qualified Rank but their parents must not be Goverment employees and their income must be less than Rs. 5 Lakhs per annum.
If you are taking about EAMCET Rank, as they mentioned Yes for fees reimbursement then you are eligible for it and can get full fees reimbursement because your EAMCET Rank is below 10,000.

Here's what you need to do
--------) if you qualify jee main cut off percentile then you can apply for jee advanced and attempt jee advanced examination through which you can get into iits.
Minimum percentile in jee main 2021 to qualify it to be eligible for jee advanced 2021 is given below :-

For Josaa counselling, once it gets started, you will have to go through following steps to participate
---------) Registration :- First of all you will have to visit the josaa official website and then register with the help of your roll number and password .
---------) Choice filling:-You will have to fill the colleges and courses in order of your preferences
---------) Choice locking:-Then you need to lock the colleges you selected

----------) Reporting the report centre :- You have to report to the reporting centre to get your documents verified. You need to carry your original documents along with 2 copies of xerox of each.

Yes ...You may have a chance to get a seat If you have home state in lower NITs like Silchar, Agartala, Mizoram and likewise.
If you want to get admission in any branch of NITs, IIITs or GFTIs then there are chances for you to get a seat.
To get admission in IITs, NITs, GFTI colleges, you need to register for JoSAA counseling.
For JoSAA your category rank will be considered. There are limited seats for a particular category in any branch.
In JoSAA counselling, first your category will be seen for your First preference or choice then it will be checked that if seat is available or not fir your category ,if seat is not available then your next preference will be checked.
