No you will not be eligible for domicile certificate of Jharkhand because you have only completed class 12th from Jharkhand and also you don't have any permanent property in Jharkhand so you do not deserve the domicile of Jharkhand. If you are a permanent resident of Bihar then you must be having domicile of Bihar.

Talking about class 10 examination of Jharkhand Board of Education. As you have not appeared for additional subject Hindi examination then the result will be published as incomplete. After the result is published you hVe to apply for improvement examination for one subject that is additional Hindi. The result is published of improvement examination of additional subject Hindi you will get the full marksheet and division with a fresh marksheet you will receive from the Jharkhand Board. There is no other way to solve this problem.

You should fill the equivalent examination to be the Jharkhand state board examination as you have passed the intermediate level examination from that only. If a candidate appears for 2 intermediate level examination the later is considered and the formal is discarded from consideration. Also please note that you would be eligible for writing the JEE main examination in year 2022 as well as 2023 but you can write JEE advanced examination only in 2022 and not in 2023.

No there will not be any problem, but you have to just fill Jharkhand board as your class 10th passing board and West Bengal board as class 12th appearing/passing board in NEET application form.
As NEET 2021 applications are not out yet so after it gets released you can apply for NEET 2021 by following the given process :-
