There is no any relation of your temporary or permanent address with the domicile state. So you don't need to worry about that. You can feel your permanent address where you belong.
Also in this year Neet application form there was no option of filling state of eligibility for 85% so don't worry about that.
After neet result declaration you can attend any state counselling besides you should have eligibility of that particular state domicile certificate then only you will able to do counselling and get admission.
