As you have not mentioned the course you want, i would assume you are asking for MBBS. However, this year the MCI has declared no preference would be given to IP quota.
However, looking at the past years cut off, getting an admission with your rank seems tough, but don't lose hope, cause the cut off keeps changing.
ESIC Faridabad Rank-wise cut off for OBC Category
2019--- 5200 to 5201 rank
2017 --- Round 1> 2313 to 2765
Round 2> 5162 to 5234
2016 Round 1> 1534 to 2074; Round 2> 3205 to 3947
ESIC Hyderabad has its cut off at rank 9131 in the year 2019

I am afraid to inform you that with this marks your chances to get government colleges are almost negative through All India counselling for 15% seats despite of OBC rank . You can still try in state counselling . Different state counselling cut offs vary from each other. You must go for jharkhand state counselling. Though chances for you are very tough in there also.

You didn't mention your category. I am assuming UR here for answering perspectives.

According to your question I would say it depends on which category are you planning to apply . If you apply with EWS category then only you might need to submit income certificate or else it is not needed. If you are going to apply for OBC quota then it would not be acceptable because as you mentioned your certificate is issued from Jharkhand then it cannot be used in West Bengal as it is not issued by the central government. If you have land in West Bengal then you might use domicile quota.

Yes you can appear for ipucet doesn't matter in which state you are living at but there are some reservations for delhi students so you might face some competition there in the exams .
