The determining factor for economically backward classes and economical weaker section is just the annual income , category and  quantity of land you have. So although you are from Bihar and now studying in Jharkhand it will not be for anymore.

If you does not belongs to SC ST category, and your family's annual income is less than 8 lacs then you're belongs to ews category.

And if your family's annual income is less than 100000 you belongs to ebc

Yes there is more veterinary colleges in Jharkhand.  one of  the top most veterinary college is  Faculty Of Veterinary Science and Animal Husbandry Birsa, Ranchi Jharkhand. In this college  the  bachelor of veterinary science around  7000 fees  per year .
