I am extremely sorry to tell you dear you are not eligible for 15% all India quota This is because, As of now Jammu and Kashmir doesn't participate in all India counselling and thus Jammu and Kashmir students are not eligible for 15% all India quota.

But yes, You will jammu and Kashmir students are eligible for Aiims( as per page no 11 of the counselling pdf) and Jipmer ( as per page number 27)

JKBOSE formally announced the decision through an official notification released by director academics of the Board, Dr Farooq Ahmed Peer, stating that the students are required to attempt only 60 marks in the question paper, which shall be given 100 marks weightage. "The students shall require to attempt 60% marks only from the given question papers which shall be treated as equivalent to 100% at the time of evaluation. The score of students attempting less than 60% from the question paper shall be raised proportionately.
So yes, you need to attempt only 60% of the paper.

As per the reservation criteria the children of the defence as well as police personnel who are residents of the state of Jammu and Kashmir are eligible for reservation under JKPM CATEGORY.
