If you have appeared for AIQ quota then your domicile state may be Rajasthan. But as you mentioned you have domicile certificate of J&K then you can easily apply for your preferable college with State quota. But as you have passed your 12th board exam from Rajasthan it may create difficulty. Whatever you can apply for AIQ seat.

As you have mentioned that you are from Jammu and Kashmir and you have passed only class 10th from Rajasthan so to get admission under Rajasthan domicile you must have been the resident of Rajasthan for at least 10 years but you do not fulfil this so you have to register for CSAB Counselling under J&K domicile only.

So, as you have mentioned that your domicile certificate is of J&K, so it is a matter of fact that you are eligible for all the counseling of J&K, and also the special round of CSAB counseling. But definitely, whether or not you get a seat in NIT srinagar doesn't just depends on your state of domicile, but mostly on your JEE Mains rank , and if your rank is under the cutoff rank.
State of eligibility is the state from which you have passed your class 12th board examinations from, so in your case it's Rajasthan. But that won't be an issue for you to get a seat in NIT Srinagar because your domicile certificate is still of J&K which is most important.

By ASCCMS if you mean ASCOMS which is a medical college offering MBBS and other programs related to biology department then yes, even though you are not coming from jammu and kashmir domicile you can take admission in ASCOMS through management quota.
For management quota students the fee is of approximately 4.95 lakhs per annum for the the undergraduate courses. Also you can check the fee structures of all the courses from its official website from where you have to download one pdf.

yes, you are eligible to apply for CSAB counselling as you have domicile of Jammu and Kashmir. However, it cannot be said whether you will get a seat or not, as it depends on your merit and category also. And you must have scored valid JEE marks as well. As per the previous year cut-offs you strictly need to get marks more than 450 in the NEET exam to secure a seat in good college.
As far as the rank is considered, you must fetch rank less than 25 k in your exam.
