No, students and graduates in their final year are ineligible to take the Bank PO test. Anyone who has graduated with a bachelor's degree or the equivalent from a reputable central or state institution is eligible to submit a Bank PO application. Therefore, applicants must be in possession of a current mark sheet or degree certificate proving their graduation on the day they register for the test. They must also indicate their online registration by providing the percentage of graduation marks they received.
According to your query, you have to backlog that means you did not pass your degree. So, without passing degree, you are not eligible for exam now.

Generally, in any counseling process, income certificate is necessary most of the times for category students. However, some seats in JOSAA counseling also require your income proof (generally less than 8lakh) irrespective of the category through which you enter the counseling. If you are a OPEN student, you may need to upload the income certificate at the time of counseling or later at the time of admission since your parents are govt employees. Hence, it would be beneficial for you to keep ready your income certificate handy so that you can present if asked at any step. Till that time you may visit the official JOSAA website to check other documents required to be uploded during the counseling.

According to the placement policy of every company, your average marks should be greater than or equal to 60% in your 4 years' B.tech course and you should not have any active backlogs at the time of onboarding process (one of your joining formalities) in your company.
So there'll be no issue how many back you had in your first year, but before completion of 4th year, there shouldn't be any active backlog i.e. you must clear all the backlogs of all the years within 4 years with minimum of 60% average aggregate, otherwise you can't join any company.
So Subham, don't worry, still there's time.
