The seats for Biotechnology in JAM is very less and it seems difficult to secure a seat in any of the IITs at this rank. If you would have secured a rank under 200 then you would have surely got into any of the IITs.

Yes, IIT Roorkee will recruit students fir admission in Msc biotechnology, but to take admission you have to give IIT JAM.and need to score good marks.
IIT JAM registration forms will be available in mid April (15-20th April) for admission process.after that they will publish the admission list.

In 2020 CCMN round 3 the closing rank for admission in to Visvesvaraya National Institute of Technology, Nagpur for M.Sc Chemistry was 1643 the closing marks were 29 for ONC category. As you have score less than 29 marks and your rank is more than the previous year cut off rank you may not get seat in VNIT, Nagpur in M.Sc Chemistry. But here is the list of few institutes in which you might get admission under OBC category
Cut off is subjected to change, it may increase or decrease depending on number of candidates appeared, difficulty level of exam and number of seats available etc.

There is no point in Appearing for IIT JAM for admission to M.Sc. Courses in IISc/IITs/NITs unless you are in the Final Year/Completed B.Sc./B.Sc(Hons) in Physics.
Hence you need to show degree/ enrollment in an B.Sc. Course, irrespective of the Hons status, if you appear for IIT JAM followed by admission to Respective Higher Institutes.
And definitely a B.Sc. Physics student will have a better conceptual understanding of the Subject, hence better result in IIT JAM Physics.

Well to be honest, if you plan to do PhD from abroad then you should try to get into IITs or any such premier Central University like JNU or BHU or DU. Because that matters as you will need to do a lot of good lab work before you apply for admission abroad. I would suggest you to give the exam again rather than settling for nit as the faculty and research facility is very weak in NITs. So choose wisely.
Well as far as IITs are concerned, getting a seat there for biotechnology won't be possible and even in your category, getting a seat is quite difficult. But as stated, many IISERs take admission and you might qualify for interview in some of them. But keep in mind that you will have to register for admission in them separately on their official website. Just follow the details mentioned there and register for admission.

No, IIT JAM 2021 examination will not be conducted twice. It will be conducted only once i. e on 14th Febraury 2021
-)IIT JAM 2020 application form was released on 10th September , 2020 and the last to fill the application form was 17th October , 2020 and correction window was open from November 2 to 10 , 2020 .
Even the admit card for IIT JAM 2021 has been released on 11th January , 2021
IIT JAM will be conducted on 14th February 2021 :-
