Yes Cengage is a very decent book as far as chemistry concepts are concerned. One cannot guarantee whether a book is sufficient or not. Because when you appear for competitive entrance exams, the more you do, the more you get. But yes, as per your question, it's decent enough to refer cengage book and solve it's mcqs as well for the IIT jam chemistry paper. If you get more time, then do solve books like Arihant or Pradeep as well.

You can start in your way of approach. Go for easy chapters. Make notes while studying. solve numericals. Understand steps. while solving any numerical make sure you remember the condition. for different condition, different formula and principle is used. Make note of it.
progress to hard topics. cover those 2-3 times. solve more numericals. appear chapter wise mock test for hard chapters. Follow RD Sharma SL Arora for basic concepts.
for theory part like theorem, rules and principles, make flow chart and read it in your free time. read it multiple time so that you can remember the flow.

To be eligible for IIT JAM examination for MSc physics you need to hace studied Physics for at least two years or four semesters and Mathematics for at least one year or two semesters in your graduation and must have got at least 55% or 5.5 CGPA in your graduation if you belong to general or obc category and at least 50% or 5 CGPA in your graduation if you belong to Sc or St category. So if you fulfill this criteria then you are eligible for IIT JAM for Msc physics

It doesn't depends upon your branch it depends upon the subject you studied and your privious degree score .
For MSc in physics eligibility criteria is if you have scored more than 55% or 5.5 CGPA and 50% or 5 CGPA (for SC/ST category) in your privious degree and have studied physics for 2 years or 4 semester and maths for 1 year or 2 semester then you are eligible if not then not .
