The closing ranks of IITs may vary every year.According to IIT JAM 2019 the closing ranks of various IITs for biotechnology (General ) is given below :
IIT Bombay - 19
IIT Roorkee - 56
IIT Indore - 71

It's difficult to tell you the exact about the admission possibilities as cutoff varies every year. IIT Bombay, IIT Roorkee, IIT Indore offer M.Sc Biotechnology. But as per the previous year cutoff, with this rank the chances are less to get a seat for Biotechnology in IITs and none of NIT offer M.Sc biotechnology programme.

Sorry but you cannot appear for IIT JAM this year , if you are in 2nd year Right now.
According to the Criteria of IIT JAM the candidate must hold a Bachelor's Degree to apply for the exam. So you need to complete your 3rd Year and then only you can apply for the exam.
