Hello,

You can give JEE mains only if your results come after the JEE Mains exam. Elgibility of JEE Mains, Candidates appearing in class XII or equivalent qualifying exam in 2019 can also apply for JEE Main.

However, if you fail in your 12th exam you cannot give JEE

In 65 %ile your rank  would be around 18,000 in ST category.
For ST expected cutoff is around 40 - 70 %ile..
So , there are some chances that you may not be able to qualify JEE Mains...

As you have obtained 66percentile in January jee main attempt. Your Common list rank will be almost 336000-340000.

As no.  of students required for jee advanced is almost 240000.Corresponding to this data you are not eligible to appear in jee advanced 2019.

According to the latest jee main and advance 2019 criteria you need to have a minimum of 75% aggregate in your 12th board exams (if from general category) and 65%( for SC/ST) and you will not be able to get admission im any of the IIT or NIT if you

Can a student select JEE Advanced exam centres from any zone (IIT Delhi or IIT Madras), which may be outside state of his/her 12th school?

Hello,

Yes you can select any exam centre from any zone 

Although the allocation of centre is based upon the availability at that particular location 

The preference of centre doesn't guarantee that you will get the chosen centre, it may or may not be same.

according to your percentile your general category rank will be around 68.9K, NTA have not officially declared any cut off lists yet but according to previous years cut off data you won't be able to get a seat at NITs. So you should start preparing for advance as
