Yes you can fill form without changing your category to general , Just mention in the starting  that you will upload obc certificate before 5 June , Then you can issue ur certificate easily before 5 , And one more thing is that while uploading documents it will ask for

In 2016, it was 75 marks ( minimum) for Gen category.

Last year, minimum marks requried in each subject was 12 marks.
