According to the information provided by you that you passed 12th in 2018 and dropped 1 year and gave jee first attempt in 2019.
Yes you can give jee in 2020 but can only give the jee mains exam. Even if you qualify for advanced you cannot give advanced
No you can't it can be given two consecutive times a year and you can give it just after 12+1 and not after that whether you have attempted last year or not. I would suggest you to go for another exams or mains only but for advanced you are not

The cut offs vary every year depending on the difficulty level of the questions.
Mostly you must get a rank below 10 K to get the best colleges.

Technically you are allowed 3 consecutive attempts at JEE Mains and 2 consecutive attempts at JEE Advanced. If you have taken first attempt at JEE Mains this year then you can give JEE Mains in 2021 and if you didn't take JEE Advanced this year you should have
