Your percentile is close to expected cuttoff percentile.Cuttoff percentile hasn't been released yet,So you can prepare for JEE ADVANCE 2019.You seems elligible.But for sureity wait TILL NTA announce cuttoff.Presently you can carry on your Advance preparation.

for applying ews category, for Jee Advanced, you will need to provide ews category certificate in order to be eligible for the benefits available for the candidates of this category.

The cutoff for the reserved category candidates remains less most of the time. And so score around 60-70 marks will do to qualify for JEE Advanced for SC/ST candidates. To become eligible for JEE Advanced you just need to clear the cutoff of JEE Mains.
