Yes!!! you are eligible to write JEE Main examination if you are belonging to the general category then you must have secured a minimum of 75% marks in their class 12th board exams
See an option of Scribe is for PwD candidates those who are unable to write the examination and if you are fit and fine then there is no need of scribe for you and the same is mentioned there on the JEE-Main 2022 session 1 Admit card.

Yes there will negative marking for both the sections. If your answer is wrong then your one mark will be deducted from the marks which you have gained from answering the previous questions correctly and if your answer is correct then you will be getting +4 marks for that particular
