Yes definitely you can appear for JEE-Main and JEE-Advance 2023 if you are goin to pass your class 12th in 2022 but note that JEE-Advance 2023 would be the last eligible attempt for you after that you will only left eligible for JEE-Main 2024.

No, there is no provision like this in any nit that if you score below 10k you will not be charged any fees. Let me tell you there are many provisions in nits and IITs like for example fee remission is provided on the basis of family income
See as you had passed your class 12th in 2019 so now under any circumstances you are not eligible for JEE-Main 2022 or any further attempt of JEE-Main but you can appear for some state government level examinations for state government engineering colleges.
