See on the basis of JEE-Advance score you can get into IITs through JOSAA counselling but the EWS rank that you have mentioned cannot take you to any of the colleges through JOSAA counselling.

See there is no percentage criteria to appear for JEE-Main so whatever marks you have in your boards you can appear for JEE-Main but the percentage barrier is for admission to NITs/IIITs/CFTIs through JEE-Main score because here you need at least 75% in class 12th or you should

Sri Venkateshwara University, Tirupathi is  a Government Institute and all the seats in the institute are filled through Convener Quota. To get admission in to Computer Science Engineering you need to appear for AP EAPCET and qualify in it. There is no provision to get admission based on JEE
