It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category

JEE has not given any provision to  candidates to change categories as per their will at every stage. According to the FAQs they have provided it is not allowed.

It's quite difficult to predict because cutoff keeps changing every year depending upon various factors like :-

******number of students that appeared in the  jee main exam,

****** number of available seats,

****** performance of different students in the examination,
