My OBC rank in JEE Mains is 82917, Ive cleared the percentile cut-off in OBC category with 72.78 percentile. They say only top 2.5 Lakh students are eligible for JEE-Advanced and my CRL is only 257849, Am I eligible for writing JEE-Advanced?

Don't worry you are eligible for JEE-Advance 2021 because your eligibility is decided on the basis of your JEE-Main percentile not rank.

As the cut-offs are released along with the JEE-Main 2021 result so now it is clear that at what percentile the candidate is eligible for JEE-Advance

See any of the good colleges are not possible on such ST rank even after considering female quota because the closing ST ranks of last year were like :-

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category
However It is usually advised

It seems that you have mentioned your CRL rank, if not then please correct me in the comment section below. No with such CRL rank your OBC rank is expected to be in the range of 20000-21000.
