In this rank you cannot get into government colleges.you have not mention in which date you belongs to so it is quite difficult to tell about all states private colleges where
As you mentioned you are going to appear for JEE Mains then I would suggest you to fill the OBC category as it helps in the ranking. And no Delhi will not be your home state as home state means where you are born originally. Wish you all the

According to your marks , as per the previous year cutoffs your rank would be around 5000-8000 . This can however vary according to toughness of the exam and various other factor . Still with this score you can get many decent new iit in good branch
