Congratulation on seat allocation. To answer your question, FLOAT option just gives you colleges above your allocated college in the preference order of your locked choices, now the branches you will get in those colleges is purely based on the number of students appeared, seat intake and category you belong to. There is no rule that a certain branch has to be selected in the subsequent rounds. If you have gotten ECE now in for e. X college and if you get ECE in Y college in next round and ME in Z college then you can go for either of them, if you again take float and get ECE and ME in the next round then also you will have the same choice.
Only the college that you got allocated will not come back to you again if you choose FLOAT.

No you will not face any problem different boards use different formats of name so the name which will be considered is that of mentioned on your valid ID proof like AADHAR Card/PAN Card/SL or any other valid ID proof. JOSAA counselling for admission to NITs/IIITs/CFTIs/IITs/GFTIs on the basis of JEE-Main 2021 or JEE-Advance 2021 score will start only after the result declaration of JEE-Advance 2021.

Yes obviously, you can only able to slide if you pay the fees. And in any of the 6 rounds of jossa counselling if you get upwarded and get other college then your fees will transfer to that college automatically.
According to jossa this fees is kind of fees that you have to submit to sit in counselling, so yes you have to submit the fees and then can slide.

If you choose float or slide option after 1st round seat allotment then you will lose your seat which you have got in that round. But don't worry ,you will definitely get a seat in 2nd round(not necessarily the upgraded branch but same one which you have got in 1st round seat allotment).

Well, as per the previous year's trend and comparing it to current year's jossa stats:
there is very low chance of you getting ECE (in 2019 josaa last round closing rank was 167441and this year it is 113082 so a drop is seen and so will be in csab), previous year CSAB closing rank for ECE was 167441 and chances are for a drop in this year too!, so definitely there is very less chance for you...

According to your question and taking into consideration that you have got EIE in nit Agartala in round 1 and you froze the seat.
I would like to say that i dont think that you would get computer science at nit agartala as the home state cut off closes for 65k and the instrumentation is far behind and it's cut off is around 1.9L.
So if you are satisfied with your branch then just complete your admission formalities.
This year there is no risk to join csab as your seat has been retained as you have paid the partial admission fee of 40k.
In 2019 round 7 the cut off for admission to ECE was 14157 for open category(other state female) for MNIT, Jaipur and for MNNIT, Allahabad the cut off was 12716 for open category (home state female) for admission to ECE. It is very difficult to get seat considering the previous year cut off in round 7. But cut off may increase or decrease in further rounds depending on number of candidates qualified, difficulty of exam and number seats available etc.
