Yes definitely you can apply for JOSAA counselling if you want to take a chance but on such percentile and EWS category you would hardly get any college there instead I would recommend you to take part in some state counselling or for private colleges.

Category rank is provided to the students who belongs from OBC, ST and SC. Admissions and based on category rank only in JEE Main ...Both rank is considered on jossa counseling crl and category rank ..
The State counseling is open to the people having the domicile for their respective states. If you belong to the General category, with no sub category, then your all india rank would be considered, or else your category rank would be considered .

I am sorry to say but your obc certificate would not be accepted if the name on obc certificate differs from your other documents. You need to do the corrections first to make your certificate acceptable.

Only for general candidates the CRL rank is considered during JOSAA counselling.
If you belong to any of the reserved categories, then your category rank will be used for counselling. Try to fill many choices of branches and institutions during the choice filling procedure.
Since you know, there are limited seats for a particular category in any branch in any of the institutions so first your category will be seen for your first choice and then it will be checked that if seat is available for your category. If seat seat is available then good enough, you will be alloted that seat, if not then your respective next choice will be checked for seat availability. This will go on till you may or may not get a seat in your preferred branch/institution.

According to JOSSA Counselling, you can not get a seat in top government colleges. But yes you can get a seat in your home state government or private colleges. In addition to this, you can also check in IPU colleges. You can easily get top branches in IPU colleges.

This is how the JoSAA counselling takes place -
• Registration for the JoSAA counselling: Students have to register in online mode for participating in the JoSAA 2022 counselling. Registration process includes filling the online registration form by providing the JEE Main 2022 registration number and password. Students can also modify their password and contact details at this stage.
• Choice Filling and Locking of Choices: After completing the registration, students have to login and fill their choice of colleges in order of their preference. Filling of choices have to be done within the stipulated time interval in order to be considered for counselling. Students are provided a time interval of ten days to fill and lock their choices.
• Mock Seat Allotment: Mock seat allotment has been conducted to help students understand what colleges they might be getting based on the choices filled by them. Students can also modify their filled choices based on mock seat allotment.
Students won't be able to modifying their choices after locking them once.
• Seat Allotment Result: The authority of JoSAA counselling 2022 will announce the seat allotment result of JoSAA 2022 at the official website. Students have to check the seat allotment status.
Students have the option of either accepting the allotted seats with not willing to participate in the next round or accept with willing to participate in the next round or reject the allotted seat with not willing to participate in the next round counselling.
• Payment of Seat Acceptance Fees and Download of Provisional Seat Allotment Letter: Students who will be allotted a seat have to download their seat allotment letter. Students have to log in using their application number and password for downloading their seat allotment letter. After downloading the allotment letter of JoSAA 2022 counselling, students have to pay Rs.35,000 as seat acceptance fees ( Rs15,000 for reserved category). JoSAA counselling Fee can be paid in online mode or through e-challan.
• Reporting to the Reporting Centres: Candidates have to visit the reporting centres for document verification. Candidates have to carry all their original documents along with two sets of xerox copies. The officials in reporting centres will verify the original documents and will submit the xerox copies. Students will be issued the acknowledgement letter post document verification.
It is compulsory to report at the reporting centres for documents verification within dates specified in the allotment letter failing which the admission will get cancelled.
Now, regarding your other query, yes, if you are a general candidate then you have a decent chance of getting a good college through the JoSAA counselling. Might I add, you can even get a good branch in NITs and IIITs.

If you belong to some category then for sure your category rank will be considered irrespective of the CRL rank. You will be admitted on the basis of your category only .
If you are getting a particular branch in your CRL rank and that is the highest possible branch you can get , then you will be admitted through CRL rank but if because of your category rank you can get higher branch then you will be alloted with category rank.

For OBC /SC /ST and EWS :- If you belong to ews/ obc / sc/st then your category rank is considered in josaa counselling.
pwd category :- For pwd category, respective pwd category rank is considered. For example, obc ncl pwd category rank in case of obc ncl pwd candidateand so on.
