If your home state belongs to one of these NITs which are Srinagar, Agartala, Meghalaya, Arunachal Pradesh,Mizoram then you have chances to get a seat here otherwise not.
In addition to above colleges you also have chances to get GFTis like Gurughasidas bilaspur, Kongri Vishwavidyalaya, BIT Mesra, Assam University. However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and toughness level of the paper.

The Joint Seat Allocation Authority (JoSAA) is responsible for the counselling process for 23 IITs, 31 NITs, IIEST, 26 IIITs and 29 GFTIs. There are no specific criteria to be eligible for this counselling but yes candidates must qualify JEE Mains/JEE Advanced to participate.
JoSAA will start the counselling registration on September 12, 2022 at josaa.nic.in. The last date to register is September 21.

Yes, irrespective of your percentile/rank in jee main, you are eligible for josaa counselling.
This is because,
To be eligible for josaa counselling, it is not mandatory to be qualify jee main, qualifying jee main cut off percentile is mandatory only to be eligible for jee advanced.
Minimum percentile in jee main 2022 to qualify it to be eligible for jee advanced is given below :-

--------) EWS:- 63.1114141 percentile
--------) OBC-NCL :- 67.0090297 percentile
--------) SC :- 43.0820954 percentile

For Josaa counselling, once it gets started, you will have to go through following steps to participate
---------) Registration :- First of all you will have to visit the josaa official website and then register with the help of your roll number and password .
---------) Choice filling:-You will have to fill the colleges and courses in order of your preferences
---------) Choice locking:-Then you need to lock the colleges you selected
---------) Mock seat allotment:- To help you understand the colleges in which you have chances ,mock seat allotment is conducted before final choice filling and locking
---------) Seat allotment result:- then on the basis of your rank seat allotment takes place.
---------) seat acceptance fees payment :- If you get a seat then you have to download seat allotment letter and then you have to pay acceptance fees.
---------) Reporting the report centre :- You have to report to the reporting centre to get your documents verified. You need to carry your original documents along with 2 copies of xerox of each.
---------) admission confirmation :- Finally you have to report to the alloted college by at least the time of last date of reporting for the college mentioned on seat allotment letter for admission confirmation.

Hello aspirant,
With the above mentioned Percentile in JEE mains, you will be eligible for JOSAA Counselling irrespective of the rank you belong. But you may have difficulty in getting eligible for taking admission in good NIT's as the basic eligibility criteria for NIT is that student must secure 60% or 70% in their class 12th and at least 50% in PCM aggregate.

As you haven't mentioned your category i would consider you as general category so in this percentile it is not possible to get any of NITs /IIITs . I would suggest you should keep private colleges as a backup.
Although cut offs depends on certain conditions like choices filled by the candidates, number of vacant seats in college, previous years cut offs and toughness level of the paper. Still it's difficult to get a seat in this percentile.

Now on such CRL rank you have no chances to get any of the colleges through JOSAA counselling but you can have chances in following colleges based on your JEE-Main rank :-

Till now the official qualifying cut-offs have not been released and the qualifying cut-off percentiles are released along with final result of JEE-Main 2022 which will be released after both the sessions i.e. most probably in August '22.
But o n such percentile, being a General candidate you have very less or almost NO chances to qualify for JEE-Advance 2022 but still the cutoffs for this year have not released yet officially.
As the cut-offs are released along with the JEE-Main 2022 result so for now you can get an idea from JEE-Main 2021 qualifying cut-offs that are enlisted below :-
