See the language of your category certificate does not matter but what matter is it's validity, the certificate is valid for one year from the date of issue so if it is under the validity period then it is alright you can upload it for JEE-Main 2021 application

i have withdrawn from JOSAA counseling process after 5th round as per applicable business rules on 04.11.2020. However I have not received the refund amount of seat acceptance fee so far though more than 40 days have lapsed. Can soneone guide me further course of action ?

The rules only mention that Candidaes should have completed their Bachelor's degree from a recognised Institution. So if the University that you did your Graduation is a Distance Education University and is recognised, you are eligible for UPSC.
