Candidates who have been allocated a seat in Special Round 1 and failed to report to the institute within the specified deadline, he/she shall be entitled to the refund of seat acceptance fee with a deduction

No, csab is not risky even if you got seat in Jossa round.. You will have to make an affidavit for for retention of seat which you got in jossa round, and then you will be able to participate in csab round without loosing your seat..
