If you want refund then there are two criterias :-
First if you opt for seat withdrawal, then the fees will be refunded after deducting the JoSAA processing charges of Rs. 2000 (as per josaa 2020 brochure).

Second - if your seat is cancelled due to not meeting the eligibility

Depends if you're happy with your allotted college or if you want to wait till the counselling process gets over. If you're happy with the college you are allotteed then you need visit your nearest centre and get an admission slip for that college and you won't be able to
