Can you clearly tell if your crl is 93629 or obc category rank is 93629? If your rank in obc category is 93629 then your crl rank would be higher.So there are no seats available for you with your 93k rank that is why you are not allotted

For state eligibility proof, you can use the proof of place of passing XII.If you have passed XII from outside india you can use your passport as a proof.
You can use any of these three documents as a proof(XII marksheet, XII admitcard, Passport).
