With your quoted details you cannot get admission in any NIT or GFTI in both Btech and B.arch programs.
I would suggest you to go for other Engineering entrance and state level entrance exams.
You can also predict your future college on basis of jee main paper

Yes, your certificate will be valid because the language / medium does not cause any problems. You can take your certificate for advice that they will oblige with it. Don't worry about it.

CSAB - Central seat allocation board is responsible for spelling vacant seats in NITs, IIITs, and gftis.

Now if you want to participate in Csab counselling then there is a particular eligibility criteria for it :-

Hello,

For counseling always submitted the scan of original documents. So if you have Xerox copy you can scan it and upload it.

If there physical verification start then must be original copy required for verification. But you submit your Xerox copy.

As the first round counselling of josaa is over and you have not selected in choice then it's very unfortunate for you.
After mock seat allotment you had one chance to fill the choices and lock them. But as you have not filled any of the choices then

Well, your STATE OF ELIGIBILITY is from where you've given your 12th Boards. So Your 12th Qualifying Certificate will do the Job of Proof.

i got a seat at bilsahpur University by csab then the had paid totally 37000+38000 next in josaa special councelling 2nd allotment i got. seat at ponducherry engineering collage by completing online registration they ask 54000 fee what about the fee i had paid at 1st round is fee refundable???
