No, it has not been discontinued by the Institute. It is still possible to upgrade branch in KIIT after the 2nd semester that is end of 1st year but it is done on the basis of CGPA criteria. You have to score more than 8.5 CGPA for the branch
I think if you dont have any monetary issues, you could perhaps continue with CSE at KIIT. KIIT University has good infrastructure, faculty, research and laboratory facilities besides having an excellent employer outlook.

KIIT, Bhubaneshwar and TCE, Madurai are both well reputed colleges for Engineering. KIIT has a slight edge in terms of faculty, location and student life but TCE has slightly better placement options.
Also, the fees for KIIT's B.Tech. course are around 15 Lakhs compared to TCE's 2 Lakhs.
