Let me clear this thing for you. First of all by best, what do you exactly mean. I mean what is best for you may not be best for me due to specific interests or placements or future scope. But taking a common scenario, I am going to gove you perspectives of various branches nentioned by you. The best one (again, according to trends) would be CSE(Computer science engineering) as usually the companies that come to hire students, prefer CSE students first. IT is almost the same except for few subjects that vary in your third year of B.tech. More or less, the placement scenario is almost as same as CSE. The rest all are electronics related branches. They are mainly core branches.

According to previous year cutoffs, I think you have good chances of getting Computer Science engineering in KIIT. Previous year the cutoff ranks for Computer science engineering were around 5000. Since your rank is below 5000, you have good chances. But please note that cutoffs vary a bit according to some factors like number of students appeared, number if seats available, difficulty level of paper etc.

As we have seen that trend has been changed in last few years . The demand for computer science and information technology grow rapidly in market. 

Due to this everyone ask for cse first so the rank  goes much high for cse. As you have mentioned that you got 1350 and with this rank there are plenty of chances for you to get a seat there.

If i am understanding right then you mean to say that you got 12500 rank in general category and 529 rank in sc category, if i misinterpret it pls ping me with commenting below .Yes with general rank 12500 and sc rank 529 you will be easily getting kiitee with almost all the branches but with your general rank 12500 it may be not possible or tough for you to get cse as from last few years it closes at 3500-5000 ranks but for each year closing rank is different so nothing can be said, but with your sc rank you will be getting all branches including cse.

you have quite decent rank but on your rank i can say you will get the electronics and communication, Mechanical Engineering (Automobile),Mechanical Engineering , civil all most all the branches and very low chances of getting computer science , for more information check the cut of list
