The entire government fees is waived off for an eligible candidate and s/he only has to pay a token amount for other costs. Total available seats are 5% of total seats. You need to have a certificate from the tahsildar.

Your rank being 42k is really huge. This ranking won't be able to get you into veterinary colleges. Last year trends show that students getting ranking within 8k got the seats. Even with reservations, you would require atleast 10k or so.
