the rural bond in Karnataka govt college is for about 1 year according to official statement. and if you are asking about the amount in the sense of total funding, then it is around 260 crore per year. and there is a penality too if you fail any of their conditions. it is 3 lakhs for mbbs.

Every year cutoff marks vary based on facts like toughness of the paper, number of people qualified for the exam, number of people appeared the exam and along with previous year cutoff marks.
For general category student you cannot get into all India quota 15% but you have chances to get into 85% state quota of karnataka in the following colleges

See it is little bit difficult to suggest that whether you will get government seat or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon numerous factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But if we check out previous years NEET cut-off trends in Karnataka then there are good chances for you to get government seat in some of the Medical colleges, the reason being is last year the lowest cut-off marks was 408 for BGS Global Institute of Medical Sciences, Kengeri, Bangalore under Home State quota for OBC category.

As per last year's cutoff 418 is not a good score to get admission in government medical colleges of Karnataka.If you belong to SC/ST category then there might be a chance to get seat in government colleges at the time of counselling.But in general it's tough to get government college you have a chance to get good private college's in Karnataka.
