yes you can attend the counselling process. GATE qualifiers are exempted from the exam but are required to fill in the admission form. Nearly 20000 candidates appeared for the exam to grab a seat in any one of the 178 participating colleges.
as you are from general caste back ground you donot need to produce caste certificate during the time of verification process. caste certificate is mandatory for sc, st and obc candidates. make sure you have all of your educational certificates and your id proof with you.
