Seats are reserved on the basis of categories which is in the provision and followed until now by the different educational institution. The government has some rules and regulations which has to be followed by the board. Seat and rank cutoff has reservation just to help backward class people to move ahead and show that they are equal with other candidates.
If a candidate have kashmiri migrant quota and college accepts it then the student can get an admission. Atleast 1 seat is kept reserved in every college and it remain unfullfilled if no student claims for it.

Please write it in the feedback form of the college. they will take this into consideration and take suitable action for it. The in-charge officer, principal of the university are the sole authority to take any action for inconvenient of the students in the academic work.
Please bring your complain in the notice of authorized officials so there will be any improvement in system.

Yes there are seat for Kashmiri Students and Migrants.
Total Seats: 80 [70 Seats on merit through All India Law Entrance Test (AILET) and 10 Seats for direct admission to Foreign Nationals on merit (5 seats for Foreign Nationals & 5 seats for OCI/PIO)] . Foreign Nationals are exempted from AILET. Reservation: 15% for SC candidates, 7.5% for ST candidates and 5% for Persons with Disabilities.
One additional supernumerary seat for Kashmiri Migrants. Two additional supernumerary seats for Residents of Jammu & Kashmir.

you can directly apply for kashmiri migrant seat as when you fill the admission form there is a option of kashmiri migrant in category from there you can select you category and provide the supporting documents.
Manisha, last year, SIBM Bangalore had a cut off 90 percentile in SNAP. SIOM Nashik had a cut off percentile of 87.05. So with 73 percentile, it might be a tough chance for both the Institutions. But based on your percentile, you may have a chance at:

Yes the government college, kasaragod offers of BSC as well as MSc in geology. According the eligibility criteria you need to have minimum of 55% in class 12 in order to get admission in the college. The course duration is 3 years and fee may vary between 10-30k.

84 percentile marks means you rank will be more than 1.5 lakhs and with this rank it will be difficult to get admission ( if you are general category student).
It also depends upon your category and state also.
You have to score atleast 97+ percentile marks .
