KMC, Manipal is perhaps among the premier medical colleges in India, in 2018 in first round the cut off was 494, then in consecutive rounds it increased, same was in 2019. So if we look at the trend, the cut off is usually around 500, therefore you do have chance of getting admission, if there isn't much of drastic change in cut off this year.
As far as getting government medical colleges in up is concerned, then you have less chance, i'd say.

The kasturba medical college Manipal is a deemed university. Admission to mbbs in 100 % deemed universities is taken through the MCI counselling. So for admission in deemed universities like kasturba medical college you have to do registration & Choice Filling on https://mcc.nic.in
