As you said you are the resident of Andhra Pradesh what you want to get admission in kasturba Medical College which is in Karnataka. I hope you are aware that this is a private medical college and have total 250 seats for MBBS. As it is a private medical college so it doesn't participate in the 15% all India quota seats . While you can apply from state quota seats . But now we know you don't have the domicile for this state . So what you can do it you can try for the management quota seat.
although it is mandatory for you to appear in NEET and get good marks only then you will be able to secure a seat in this Medical College. I hope this was helpful for you

Private Medical Colleges do not participate in All India Counselling and the seats are filled through State Counselling alone. And for appearing for State Counselling you need to hold the domicile of that particular State. And like all Private Medical Colleges, KMC also has 3 types of seats. Category A is the Government Quota Seats. B Category seats are also called Management Quota Seats and the last Category is NRI seats Category and you cannot apply for that. Karnataka being an Open State, you can participate in its State Counselling. Now regarding the Closing rank, ranks like cut offs depend on various factors such as your NEET score, top NEET score, Category and tie breaking situations.
