Hope you are doing great ! Absolutely it is possible to get admission for MCA without giving the entrance exam by going for direct admission process . the only requirements are that you should have already passed BCA or other equivalent examination.
Now it depends from university to university whether they will give direct admission or not , contact the university in which you want to take admission ,A lot of colleges will give direct admission ,just contact them anyhow .

The cutoff of neet varies from year to year and quota to quota. Assuming that you are applying through the 15% All India Quota under General Category for a Government Medical College, the chances of getting the government medical college are very less or I would not be wrong if I say that your chances are near impossible as generally the quota closes on 530 marks out of 720.
