You should take a note that to do PhD, Post-Graduate degree is a must in India. Most of the colleges grant admission to those students who have a post-graduate degree in hand or M.Phil. Sometimes the universities take those students in the PhD Programme who have a post-graduate degree and have cleared NET Examination in that particular field of research. This is the case in most of the colleges in India.As you completed your Pg then you are good to go.
However, you have to specify for which course you want to know about the University which offers Phd. The terms and conditions are different in every other university depending upon different courses. So, please specify for which course you want to know about the Universities.

CENTRAL SECTOR SCHEME OF SCHOLARSHIP
1. Aspirants with 80% or more marks in the 10+2 exam are suitable.
(Gazetted Officer certified documents of mark sheets)
2. Must be Kerala domicile (Domicile certificate is mandatory)
3. Yearly household revenue must be below Rs.6,00,000/-
(An Income proof, handed out from an identified Authority carried out within 6 months of compliance is expected.)
EWS Certificate is good enough in your case.
5. Benefiting from other Scholarships is prohibited.
6. Bank a/c in a National level Bank with IFSC code.
(Aadhaar number must be attached with the bank account)
8. Details for referring to CSS, visit;

9. Learners must fulfill a Statement in the following format.
“I hereby declare that I am not availing any other scholarship other than CSS."
Copy of Application form along with all aiding affidavits must be introduced in the office for proof.

It doesn't matter from which region you are, or in which region the college you are taking admission in lies, you will have to pursue your MBBS degree in English language, as Government hasn't provided any such facility of teaching MBBS in regional languages.
Also if you are taking admission in Kerala then it would be good if you learn a little bit of malyalam as you would be able to get more familiar with people and would get along easily with your batchmates.

Yes , students in kerala can write ICAR exam
ICAR AIEEA is conducted to shortlist aspirants for admission in undergraduate, postgraduate, and doctoral agriculture and allied sciences programmes.
Criteria for writing ICAR exam is that one must have passed 10+2 exam from a recognized board and must be of atleast 16 years of age.Candidates belonging to General and OBC category must have at least 50% marks in aggregate, whereas candidates belonging to SC, ST and PC category must have 40% marks in aggregate.
The closing ranks for kerala state counselling has not been released yet. But according to previous year you can get an idea.
