Only currently enrolled students are allowed to appear for KVPY exam.

No according to my knowledge KVPY exam is only for scholarship to those students who are in class 11/12 or in the first year 1st year of any undergraduate Program in Basic Sciences namely B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. in Mathematics, Physics, Chemistry and Biology having aptitude for scientific research..

After completing class 12th or pursuing graduation first year can apply for KVPY SB stream. As per the eligibility you must have scored minimum 60% in 12th class while it is 50% for reserved categories SC/ST/PwD. You can check the further eligibility with the given below link.

I completed class 12 (2017-2018) can I appear for kvpy 2018 under sx category or should I join join bsc 1 year and appear for sb exam mode ?

It would be better if you can appear SX stream of KVPY while in class 12 because if you qualify you can avail the scholarship right from the first year of your BSc. Apart from that KVPY scholars are eligible for admission to IISER, the integrated BS-Research programme at IISc.
