Yes, you can appear for KVPY. As per the eligibility criteria, JEE is not essential for KVPY. You can apply for KVPY.

As per the statistical data regarding cutoff of IISER for previous years , I must say that your rank will be definitely lie in 2nd or 3rd cutoff , As in 2015 it reached near 1150 so your rank is quite good for opening the door to IISER through KVPY

Since you have not mentioned the name of course, so I am assuming you talking about the B.Sc course in IISc.
This year, offers were made to SC category applicants selected with ranks of up to 74 for KVPY-SA-E and 154 for KVPY-SX-E streams in IISc's B.Sc course.

If you have a option for SA and SX, you should be choosing the SX category.
Medical student seat for the sx stream which is for the 12 and 1st year students. There is a choice a bio and maths in that particular paper so a student from the pcb stram can leave the maths section.
