As per the eligibility criteria, candidates studying in 11th, 12th class and 1st year of UG are eligible to write KVPY. As you are now in 11th class, so you can write KVPY this year under SA stream. For this, you must have aggregate 75% (65% for SC/ST/PWD) in Maths and Science subjects in 10th Board Exams. Also you must have science subjects in 11th class. To know more, visit here:

The guideline for KVPY eligibility criteria are
Candidates must score a minimum 60% (50% for SC/ST/PwD) in Mathematics and Science subjects (PCB) in Class 12th. Candidates also have to obtain at least 75% (65% in case of SC/ST/PwD) in class 10th.
They wil consider an aggregate percentage of PCMB together.

There is no such official reports about anything as such that 11th dropper can't give 12th KVPY SX. So Yes, you can certainly try out and apply for KVPY SX. Also the eligibility criteria says that the candidate should be enrolled in Class 12 in the year of giving KVPY SX exam and the minimum marks required is aggregate 75% (65% for SC/ST/PWD) in Mathematics and science subjects in class 10th exams.

Eligibility criteria for Stream SA: Due to prevailing COVID-19 situation, as one-time measure, students who have passed X Standard Board Examination and eligible to enroll in XI standard (Science subjects) during the academic year 2021-22, are eligible to appear for Aptitude test.

In order to apply for the IISER admissions there are three separate criterias- state Central Board criteria, Kishore vaigyanik protsahan Yojana criteria, and JEE Advanced criteria.
Yes, definitely you can give KVPY examination and then appeared for the examination in order to get your chances increased for admission into IISER colleges. Moreover, even if you are selected for or through SCB selection method you can still go for scholarship program of KVPY because there are multiple road ways to get admission.

You are not eligible for KVPY exam. The eligibility criteria for KVPY exam is mentioned below:
As you have already passed your first year, and currently, you must be enrolled in your second year of the undergraduate degree, you are no longer eligible for KVPY.

If you are talking about that you have passed 1st year of your undergraduate study already in 2020-21, then you are not eligible for further KVPY exam 2021. The eligibility criteria for KVPY SB clearly suggests that only students enrolled in or eligible for the first year of Bachelors degree programme in Basic Science. They will have to produce their 1st-year study certificate after provisional selection.
But if you are talking about that you have passed your PU 1 year(i.e.class11) in 2020-21, then you can still apply for stream SX since you would be now in PU 2 year(i.e. class12) and then later on in first year of your Bachelor's programme , you can apply through stream SB.

In KVPY registration form there are separate columns for academic details of Previous and current class details, name and address of the school or college. So you need not worry if they have been written according to their required cell in the form. Also KVPY exam is held for three streams: SA, SX and SB. So it's suggested to candidates to check their stream status first. Students eligible for or studying in Class 11 with science subjects during 2020-21 comes under SA stream. Students studying in class 12 with science subjects during 2020-21 are eligible to fill KVPY registration form under SX stream. Students enrolled in or eligible for 1st year of UG program in basic science during 2020-21 can apply for SB stream.

After qualify in in KVPY in the class 11 we have to qualify KVPY which means Kishore vaigyanik protsahan Yojana scholarship for school student who is interested and want to continue science in future course of study. And again you have to qualify kvpy in the class 12 even you have qualify KVPY in class 11 for your beneficiary in future course of study.
