It doesn't matter which college you are studying If you are a KVPY scholar and studying in any basic science courses you will get the stipend.

for bachelor degree (bsc), from 1st to 3rd year you will get 20,000 annual contigency grant

If you are applying through SCB channel then each year the cut off is specified depending on the number of candidates applied, top score, number of seats available etc.So the cut off published for IISER 2021 admission will be considered regardless of the year(2020 or 2021)  you passed in
