The eligibility criteria for iiser admission through know channel is as follows
Candidates having a valid KVPY fellowship commencing from 2020-21 academic session are eligible to apply for admissions. Additional cut-off criteria for marks obtained in 10+2 board examination is also applicable.

Marks in class 10 will not affect the admission for kvpy SB stream. The criteria for the strem is if you want to take admission then in class 12th you have to score minimum 60% marks in mathematics and science (physics, chemistry, biology) subject in board examination.

Yes you can fill KVPY from. You need to apply for KVPY SB Stream as your eligible fr it but only if Aggregate 60% (50% for SC/ST/PWD) in Maths and science subjects in class 12th exams. IISc Bangalore will conduct the KVPY 2020 aptitude test on January 31, 2021.

Yes of course you can fill KVPY (Kishore Vaigyanik Protsahan Yojna ) application form if you have completed your class 12th. Note that class 11, 12, and 1st-year students of UG in basic science are eligible to apply for KVPY 2020. IISc Bangalore is going to conduct KVPY

The Kishore Vaigyanik Protsahan Yojana (KVPY) exam is being conducted by Indian Institute of Science(IISc) Bangalore. This is a is a national-level scholarship program for meritorious students to pursue courses in basic sciences. Class 11th, 12th & UG Science courses students are eligible to appear in this exam.
I think you mean Chemical Sciences/Chemistry. There are no Chemical Engineering courses in IISER, all courses are under a structured Bachelor of Science and Master of Science Curriculum.
Secondly, yes you will recieve your KVPY Scholarship during the course of your degree once enrolled, provided you crack KVPY SA/SX/SB.
