It depends on the category under which you are appearing. For SX stream you need to score the cufoff marks which is determined on the basis of various factors. KVPY Cutoff for the last year is given below for SX stream:

• Gen/OBC- 53
• SC/ST - 40

If your question is if you can appear for KVPY after taking a drop year then the answer is yes, you can definitely do that. You can attend some other college meanwhile but you cannot pursue two different regular graduation courses at the same time.
