Nani, it has been mentioned that KL University will conduct its counselling offline. But because of the lockdown, the counselling might be held online. If that happens, the authorities will open a link where you can register for counselling. And once you make the payment and fill up the application form, you will be registered for the counselling. Then based on the marks and your Category, the seats will be allotted by the System automatically. You will be intimated about the allotment of the seat once you are allotted a seat. And you need to download the allotment letter and join the college with the required fees and documents.

KLEE is conducted by Kerala university, which is the one of the good universities in India.
Sorry to say you but your rank is too high, so so you cannot get any top branches like ECE e mechanical civil or CSE. You can look for other courses like biotechnology petroleum engineering etc. There is also chance for direct admissions. Hope this will help you

see if you get a seat in any stream of engineering through the college counselling process, you will not have to pay any extra fees, however if you go through management quota, fees are higher than regular candidates, .
according to kleee official site notification, some fees waiver scheme is available for students who get lower ranks in jee main/kleee/eamcet or good cgpa in board exam . follow the below link to know in details,

however at your rank you have less chances for electronics and communication, but decent chances in mechanical engineering branch.

Each year kl university conducts KLEEE for admission in engineering course. Actually every years the cutoff trends changes. So it is quite difficult to tell about that.
But in general this rank is good. As per you belongs to OBC category, you have a great chance to get CSE with this rank. Hope this will help you
If you consider the total number of seats in KLU for CSE then it is quite difficult.
They have around 1500-1600 seats for CSE and most of the students during counselling apply for CSE in Guntur Branch only. So, i think it is difficult. But still hope for the best it is not impossible.
If you want then you can also try Hyderabad Campus for CSE.

Yes you can get seat but not the branch of your Choice, if your choice is CSE.
Generally cutoffs changes every year as it is dependent upon various factors like Number of Students appearing for the exam, Difficulty of the paper and all but if you consider previous cutoffs then you can get EE, ECE in Guntur Branch.
If you want CSE then you will have to try Hyderabad branch.
