First of all I want one unit you because you have found two very good quality HP laptop model. Both of the laptop has 512 GB of SSD and both to have 8GB RAM which is a very good quality indication. As your mentioned that you want to do coding on those for that graphics cards are also installed in both of the models. Actually there is a one huge difference between them. Although we all know that windows 11 is quite buggy in feature. But however HP pavilion laptop provides you the feature of windows 11 in build and also gives you Microsoft office home and student version 2019 for free with the laptop. Actually this depends upon some factors and also it depends upon whether you are talking about high end laptop for low end laptop. From a conducted research it has been proved that the quality of components of laptops in HP high end and HP low end laptops differs. But for Dell for all kinds of laptop the components remains same quality. Now come to the screen size physically for Dell laptop the screen size ranges between 11 to 17 weather for HP laptop this range lies between 13 to 17 inch. Obviously the performance depends upon the the capacity of this laptop. However the battery life is quite longer in HP. And performance is also quite smooth in HP according to some users. Although Dell laptops provides include performance level but HP laptops also provides total of 3 years warranty where you can get after warranty extension of 2 years. Hope this will help you

Hope you are doing good. As you are a CSE student your primary use would be for programming propose. Laptop is a good choice , for you any laptop with configuration of
8 GB RAM,
SSD( must for laptop to run smoothly for more time),
HDD( include if you need more memory)
i5 processor or equivalent
this specification laptop will cost you around 40K+ so at that range you will get a basic graphics card which can be useful only to run basic games or high end software smoothly.
MY suggestion if you need a good LAPTOP with good graphics performance go for 70K+ gaming laptops which can run all things smoothly.
For operating system go for dual boot as CSE student you need to have LINUX in coming semesters.

EBC, BC, Kapu, Minority, and PH (Physically Handicapped) students are eligible for the fee reimbursement in Andhra Pradesh region.
Other than the above mentioned details fee reimbursement shall be for:
Any student whose annual family income is less than Rs. 2.5 lakh are eligible under the scheme.
Those with 25 acres of dry land and 10 acres of wetland are also eligible for the benefit.

It is recommended to have Laptop for Engineering students especially IT branch students like Computer Science Engineering, Information Technology, etc for Programming, Coding, etc. Also for Medical Engineering, Civil Engineering, Production Engineering for CAD/ CAM Modelling, Graphic modeling, etc.
For B.E/ B.Tech Computer Science Engineering students it is recommended to have Laptops atleast in 1 st year 2 nd Semester because you will be having Basic Programming Language subject i.eC Language in 2 nd Semester of 1 st year. It will be helpful for you if you have laptop.
Also from 2 nd year onwards core CSE subjects starts and you require laptop more for learning and practice purpose.
Best Laptop Companies are given below: Atleast 6 to 8 GB Ram and Core i5 or i7 of latest generation are recommended for smooth functioning and Storage capacity of your choice.

As everything is going virtual now, it's necessary that you should have a working smartphone or laptop with good network connectivity, so that you can continue your studies and other related works without any hindrance. Having a good mobile phone is more than enough to do the necessary tasks and study well, but if you are not facing any financial problems or something else and you are very much capable of buying a laptop without any difficulty, then you should buy a laptop as it will ease down the processes of studying, making presentations, doing assignments and other things. A smart phone will also work, but a laptop will surely reduce your burden and you can study more comfortably with a laptop. Also it will not affect your eyes to that extent what a smart phone can do, as a laptop has a bigger screen which will allow you to see things from a farther distance as well.
So, if you are capable enough of buying a laptop, you should buy it.
