As you have really high eye power, its recommended that you use your laptop at a proper distance from your eye i.e., you should use the laptop on a table only and keep at least 1 meter distance from you. Now apart from this there are glass protection known as Bluelight filter. You can visit your nearest optic shop and you can make your glasses bluelight filter protected, this will help you to reduce the strain in eyes. Also nowadays in laptop or mobile phone also there are some blue light filter available, you should also keep it on. These you can take as a precautionary measure.

As you told that your laptop is not getting charged but there might be problem with the charger or adapter.
Try to change the charger or adopter and then check. If still it is not getting charged then problem might be with your Laptop. So better take your Laptop to service centre and they'll try to resolve your problem.

Dear applicant, as per official norms none of the colleges will let you use any electronic gadgets at night. But as you know to fulfill your own study criteria you can carry laptop and while you study at night make sure you are not caught in the hands of warden. See from the perspective of engineering, I would say you must have a good laptop with SSD and graphics card as in Mechanical Engineering there are simulation and designing of mechanical systems which when run in low space devices usually crash or it don't work efficiently. The systems hangs a lot. So if you have the money to buy a good device then you should try to get a laptop with a good HDD and SSD support and if possible get a graphics card. This will help you to enhance your experience of doing 3-D designs and simulations. Also you should try to get i5 or i7 processor if possible and obviously as per your budget.
Ipad will not be that much useful until and unless you need to make digital notes and read pdf's etc. But having a efficient laptop is always important.

Staring at a computer screen all day is bad for the eyes. Fact: Although using a computer will not harm your eyes , staring at a computer screen all day will contribute to eyestrain or tired eyes. Adjust lighting so that it does not create a glare or harsh reflection on the screen.

In most cases the specifications listed by the institute are only a suggested guideline to act as an average benchmark for students to follow. Unless the exam requires you to run a heavy software, processor speed should not be a problem for your exam. But in an case it would be wise to check with your college beforehand.
