Both of them are good ,i don't thing such a difference in two but if you want to choose only one then I will suggest you the second one ,has little one more better scope ,evryone has their own views but second one DNB seem more better to me ,you can discuss with thing to others ,just explore about both of them then you will get to know everything !

I think NIT Uttarakhand electrical will be better.Though both colleges are good.IET is more or less a regional college, despite being one of the best in the state. On the other hand NIT, Uttarakhand is associated with the “NIT family” and hence, better.
In case of placements, faculty, recreational facility NIT Uttarakhand is more better than IET lucknow .
In case of branch it is dependent upto you in which field you want to go .But I think you should go for electrical. Electrical grads have many wide range of options. Chemical branch is rather narrow in career wise unless you have a huge interest on those subjects. Therefore, it is dependent upto you.

There is a bond system in IMS BHU which is a very basic type. A non judicial bond of Rs 100 is made and submitted. Also you have to sign saying that if you leave the course before its completion you have to deposit Rs 3 lakhs.
This is all about the conditions imposed by IMS-BHU.

When you are not satisfied with the college and branch you've got and aim for a better seat you go for float. It means you have been allotted a seat and you’ve accepted the seat but you want a better programme (quite obvious) than what you’ve been allotted.
