And for JNU Jaipur it is almost the same. But in frank opinion JNU Delhi if you would pick will be very nice as it is autonomous whereas JNU Jaipur is more often

PhD is usually done after the masters course and if you have done MA in rural development then going on for PhD in rural development is the best idea for you if you have interest in the course and the field as well. PhD is available for 3-5 years

Eligibility Criteria  for Admission to Master of Arts in Economics in JNU is candidate should have Bachelor's degree in any discipline under 10+2+3 pattern of education with at least 50% marks.
